The global plastic packaging landscape is shifting quickly, and the pressure points are stacking up. Geopolitics, regulation, and materials innovation are all colliding at once. Here a few key takeaways from Rabobank’s report Unwrapped – Plastic Packaging Matters:

Geopolitics is Hitting Supply Chains Where it Hurts

The potential Strait of Hormuz closure shows how exposed the world is to feedstock and resin disruptions, one chokepoint can send ripple effects through petrochemicals, resin pricing, and ultimately plastic packaging production worldwide. There are no easy alternative routes and it could take months to get marine traffic back to pre-conflict flow.

Regulations are Fragmenting and Accelerating

California’s SB 54 rewriting, the PACK Act debate, and global chemical restrictions are creating a compliance environment where the rules are changing but deadlines aren’t.

The SB 54 language includes an exemption for packaging used for food or agricultural commodities in cases where it was not reasonably possible to use alternative packaging that complies with FDA rules. Navigating state-level laws like this will be challenging, particularly as ongoing legal disputes test how authority individual states have to dictate requirements for national producers.

Recycling Economics are Breaking

EU recyclers are shutting down capacity, fraudulent imports are rising and economics increasingly favor virgin resin. The US is only a few years behind the same curve when it comes to recycled plastic.

Innovation Could Still Shift the Narrative

Breakthrough mono-materials and next-gen barrier technologies show real promise for scalable, recyclable flexible packaging – if infrastructure and policy can keep pace.

One thing is clear: packaging isn’t just a sustainability issue. It’s becoming a strategic risk, a cost driver, and in some cases a real competitive edge.

It feels like the industry is approaching an inflection point where long-standing fundamentals meet real pressure to change. Adaptability will be key.
